Публичная оферта о заключении договора возмездного оказания услуг

1. Исполнитель и заключение договора

Общественное объединение «Белорусская федерация лёгкой атлетики» (БФЛА), УНП 100141126, далее — Исполнитель, предлагает физическим и юридическим лицам заключить договор об участии указанного при регистрации слушателя в семинаре «Цена медали 2.0» на условиях настоящей оферты. Академия развития БФЛА является образовательным проектом Федерации. Заказчик — лицо, оплачивающее участие; Участник — слушатель, данные которого указаны в заказе.

Акцептом оферты является полная оплата участия. Договор действует в редакции, доступной Заказчику на момент оплаты. Оформление неоплаченного заказа само по себе не подтверждает оплату или предоставление доступа. До оплаты ознакомьтесь с офертой, программой, выбранным форматом и положением о семинаре.

2. Предмет, сроки и формат

Исполнитель обеспечивает участие в семинаре 1–3 октября 2026 года. Очный формат: Национальный олимпийский стадион «Динамо», Республика Беларусь, г. Минск, ул. Кирова, 8. Онлайн-формат: трансляции через личный кабинет на edu.bfla.eu. Время расписания — Минск, UTC+3.

Программа, темы, спикеры и состав выбранного тарифа опубликованы на страницах семинара на русском и английском языках. Онлайн-участие включает доступ к трансляциям, записям выступлений, материалам, общему чату и электронному сертификату. Очное участие включает посещение семинара, записи и материалы, общий чат, кофе-брейки, сертификат и предусмотренные программой памятные подарки. Проезд, проживание и питание, кроме включённых кофе-брейков, оплачиваются участником самостоятельно, если иное отдельно не согласовано.

3. Стоимость и порядок оплаты

Стоимость за одного участника одинакова для онлайн- и очного формата и зависит от даты оплаты:

Валюта цены — белорусский рубль (BYN). Оплата производится способом, доступным в форме заказа. Итоговая сумма указывается перед переходом к оплате. Если заказ оформлен ранее, а оплата производится в другом ценовом периоде, применяется стоимость периода оплаты; при необходимости оформите заказ заново. Конвертация иностранной валюты и комиссии банка плательщика определяются его банком.

Исполнение обязанности по оплате подтверждается поступлением денежных средств и подтверждением платёжного сервиса либо сверкой безналичного платежа. Для оплаты юридическим лицом используются инструкции выбранного способа оплаты. Неоплаченный счёт и переход на страницу успешного оформления не являются подтверждением поступления средств.

4. Регистрация и доступ

Укажите достоверные имя, email и телефон. Личный кабинет общий для русскоязычных и англоязычных участников: edu.bfla.eu/members/login. Доступ предоставляется после подтверждения оплаты на email, указанный в заказе. Для нового аккаунта данные входа направляются отдельным системным письмом; для существующего используется тот же аккаунт. При необходимости воспользуйтесь восстановлением пароля или обратитесь в поддержку.

В защищённых лекциях доступны русская и английская трансляции. Чат общий. Записи и материалы размещаются в личном кабинете по мере готовности. Информация о получении сертификата публикуется после завершения семинара. Участник самостоятельно обеспечивает устройство, актуальный браузер и интернет-соединение для онлайн-просмотра.

5. Изменения, отмена участия и возврат

Об изменениях программы, времени или места проведения Исполнитель сообщает на странице семинара и, при существенных изменениях, по контактам из заказа. При отмене мероприятия либо невозможности предоставить оплаченные услуги Заказчик вправе требовать возврата за неоказанные услуги. Перенос на другие даты согласуется с Заказчиком; отказ от переноса не лишает права на возврат.

Для отказа от участия и возврата направьте заявление на bfla.athleticsacademy@gmail.com, указав имя участника, email заказа, номер и дату заказа, сумму и причину обращения. Не отправляйте полный номер банковской карты, CVV/CVC или пароли. Возврат при оплате картой производится на карту, с которой была выполнена оплата. В иных случаях реквизиты возврата согласуются с плательщиком.

Размер возврата определяется с учётом фактически оказанных услуг и документально подтверждённых расходов в той мере, в которой их удержание допускается законодательством Республики Беларусь. Обращение рассматривается в течение 10 рабочих дней; возврат производится в течение 14 рабочих дней после принятия решения, если законодательство не предусматривает более короткий обязательный срок. Срок зачисления банком зависит от банка. Обязательные права потребителя имеют приоритет над условиями настоящей оферты.

Акция партнёра «Спортмастер» предусматривает начисление бонусных баллов по опубликованным условиям акции. Бонусные баллы не являются денежным возвратом стоимости и не заменяют предусмотренные законом права на возврат.

6. Материалы, данные и ответственность

Материалы предоставляются для личного профессионального использования Участником. Авторские права сохраняются за авторами и правообладателями. Передача доступа третьим лицам, публичное распространение и перепродажа записей или материалов без разрешения правообладателя не допускаются.

Данные заказа используются для регистрации, исполнения договора, приёма оплаты, предоставления доступа, системных уведомлений и поддержки. Обработка данных осуществляется согласно политике обработки персональных данных. Оплата участия сама по себе не означает согласия на рекламную рассылку. Организаторы вправе привлекать партнёров для проведения семинара, сохраняя ответственность в пределах договора и законодательства.

Стороны стремятся разрешить спор путём переговоров через указанные контакты. При отсутствии соглашения спор разрешается в установленном законодательством порядке. Настоящие условия не ограничивают обязательные права Заказчика. Английский текст приведён ниже для удобства иностранных участников; при расхождениях применяется русский текст с учётом обязательных норм применимого законодательства.

Public offer for a paid services agreement

Version dated 5 September 2026. The Price of a Medal 2.0, a seminar for high-performance athletics coaches.

1. Service provider and formation of the agreement

Public Association “Belarus Athletic Federation” (BAF), taxpayer number 100141126, hereinafter the Provider, offers individuals and legal entities an agreement for the participation of the person named at registration in The Price of a Medal 2.0 seminar on these terms. The BAF Development Academy is an educational project of the Federation. The Customer is the person paying for participation; the Participant is the attendee identified in the order.

Full payment constitutes acceptance of this offer. The version available to the Customer at the time of payment applies. Placing an unpaid order does not by itself confirm payment or grant access. Before paying, read this offer, the programme, the selected participation format and the seminar regulations.

2. Services, dates and format

The Provider arranges participation on 1–3 October 2026. In-person venue: Dinamo National Olympic Stadium, 8 Kirova Street, Minsk, Republic of Belarus. Online participation: streams through the member area at edu.bfla.eu. All programme times are Minsk time, UTC+3.

The programme, topics, speakers and included services are published on the Russian and English seminar pages. Online participation includes streams, session recordings, materials, the shared chat and an electronic certificate. In-person participation includes attendance, recordings and materials, the shared chat, coffee breaks, a certificate and souvenirs provided by the programme. Travel, accommodation and meals other than included coffee breaks are paid separately by the Participant unless otherwise agreed.

3. Fees and payment

The fee per Participant is the same for online and in-person participation and depends on the payment date:

Prices are in Belarusian rubles (BYN). Use a payment method available at checkout. The final amount is shown before payment. If an order is created in one pricing period and paid in another, the fee for the payment period applies; create a new order if necessary. Currency conversion and payer-bank charges are determined by that bank.

Payment is confirmed upon receipt of funds and confirmation by the payment service, or reconciliation of a bank transfer. For payment by a legal entity, follow the instructions for the selected method. An unpaid invoice or an order-success page does not confirm receipt of funds.

4. Registration and access

Provide an accurate name, email address and phone number. Russian- and English-speaking participants use the same member area: edu.bfla.eu/members/login. Access is granted after payment confirmation to the email address used at checkout. New-account login details are sent in a separate system email; existing participants use their existing account. Use password recovery or contact support if needed.

Protected sessions contain Russian and English streams and a shared chat. Recordings and materials are uploaded as they become available. Certificate information is published after the seminar. Participants are responsible for having a suitable device, an up-to-date browser and internet access.

5. Changes, cancellation and refunds

The Provider announces programme, time and venue changes on the seminar page and, for material changes, through the contact details in the order. If the event is cancelled or paid services cannot be provided, the Customer may request a refund for services not provided. Rescheduling is agreed with the Customer; declining the new dates does not remove the right to a refund.

To withdraw and request a refund, email bfla.athleticsacademy@gmail.com with the Participant’s name, order email, order number and date, amount and reason for the request. Do not send full card numbers, CVV/CVC codes or passwords. Card payments are refunded to the original card. For other payment methods, refund details are agreed with the payer.

The refund amount takes account of services actually provided and documented expenses only to the extent deductions are permitted by Belarusian law. Requests are reviewed within 10 business days and refunds issued within 14 business days after the decision, unless a shorter mandatory legal deadline applies. The time for funds to appear depends on the bank. Mandatory consumer rights take precedence over these terms.

The Sportmaster partner promotion awards loyalty points under its published rules. Loyalty points are not a cash refund and do not replace statutory refund rights.

6. Materials, personal data and responsibility

Materials are supplied for the Participant’s personal professional use. Copyright remains with the authors and rights holders. Sharing account access, publicly distributing or reselling recordings or materials without the rights holder’s permission is prohibited.

Order data is used for registration, performance of the agreement, payment, access, system notifications and support in accordance with the personal data policy. Paying for participation does not by itself consent to promotional mailings. The organisers may engage partners to deliver the seminar while retaining responsibility under the agreement and applicable law.

The parties seek to resolve disputes through the stated contacts. Unresolved disputes are handled under the procedure established by law. These terms do not restrict mandatory Customer rights. This English translation is provided for convenience; in case of discrepancies, the Russian text applies, subject to mandatory applicable law.

Regulations for the Open National Seminar for Athletics Coaches and Teachers “The Price of a Medal 2.0”

1. Purpose

1.1. The Open National Seminar for Athletics Coaches and Teachers “The Price of a Medal 2.0” (the Seminar) is held to improve the qualifications and professional skills of coaching and teaching staff and introduce innovative methods of organising the teaching and training process and sports training.

2. Organisers, dates and venue

2.1. The organisers are the Public Association “Belarus Athletic Federation” (the Federation); the Republican State and Public Association “Presidential Sports Club” (the Presidential Sports Club); Sportswim Limited Liability Company (Sportswim LLC); and the State Institution “Dinamo National Olympic Stadium” (Dinamo Stadium).

2.2. The Federation and Sportswim LLC are responsible for directly conducting the Seminar.

2.3. The dates and venue of the Seminar and the participant registration procedure are set out in Appendix 1 to these Regulations.

3. Seminar programme

3.1. The Seminar programme is set out in Appendix 1 to these Regulations.

4. Participants

4.1. The Seminar is intended for coaching and teaching staff and student athletes of specialised sports education and training institutions, other sports organisations, specialists, students and teachers of higher education institutions in relevant disciplines, and other interested persons.

4.2. Lecturers, speakers and experts at the Seminar are leading, highly qualified athletics coaches and teachers and other specialists from the Republic of Belarus and other countries in various areas of athlete and coach development.

5. Funding arrangements

5.1. By mutual agreement, the organisers bear the following financial expenses.

5.1.1. The Presidential Sports Club, where necessary, bears expenses for:

• Creating photographs and video reports about the Seminar and acquiring the related exclusive property rights.
• Organising internet broadcasts and live television coverage of the Seminar, including announcements of the Seminar.
• Organising the development of the Seminar’s visual identity, including logo design, printed materials and promotional products.
• Coverage of the Seminar’s progress and results in the media and on social networks.

5.1.2. Sportswim LLC bears expenses for:

• Preparing presentations for lecturers and the necessary documentation.
• Attracting an audience to the Seminar through marketing and advertising.
• Developing the Seminar website or webpage.
• Sending invitations to the personal email addresses of coaching and teaching staff, judges and other potential participants.
• Developing general promotional videos about the Seminar.
• Moderating content on the Seminar website, in participants’ member areas, in the Seminar chat and on social networks.
• Operating the payment acceptance system, including processing, payment assistance and access to the participant’s member area.
• Providing the Seminar host.
• Adding information about lectures to participants’ member areas daily.
• Sending certificates after the event to online participants, both in Russian and in the international-format version.
• Helping participants watch video materials during and after the event and use their member areas.
• Finding and reserving accommodation for participants travelling from other cities.
• Developing Seminar designs, including printed and souvenir products, photo zones and other items.
• Arranging photo and video filming during the Seminar.
• Promoting content on social networks before, during and after the event.
• Conducting the Seminar.
• Other Seminar expenses agreed with the Federation.

5.1.3. The Federation, using registration fees and its own funds, bears expenses for:

• Selecting lecturers and speakers and agreeing their topics and participation format.
• Travel, accommodation and meals for up to 20 participants, including lecturers and coaching and teaching staff.
• Arranging issues associated with the venue, including lighting, sound and related matters.
• Hiring a conference room, equipment and other items required for the Seminar.
• Arranging medical assistance where necessary.
• Registering in-person participants and issuing participant packs.
• Producing certificates for Seminar participants.
• Arranging photography.
• Recruiting volunteers and assistants.
• Other expenses associated with organising and conducting the Seminar.

5.1.4. Through gratuitous sponsorship assistance, the Presidential Sports Club bears expenses for:

• Lecturers’ services.
• Transport services and lecturers’ accommodation and meals.
• Coffee breaks.
• Accommodation and meals for participants travelling from other cities, up to 20 people where necessary.
• Services for the Seminar’s online broadcast, videoconference and promotional video production.
• Services operating the Seminar participant member area.
• Souvenirs and other prizes for participants.
• Printing and print-production services.
• Sports equipment and apparel for participants and volunteers.
• Setting up the Seminar venue, including photo zones, banners, press walls, roll-up displays, flag rental and related items.

5.1.5. Dinamo Stadium provides a conference room, an athletics stadium, inventory and equipment required for the Seminar free of charge.

5.2. Participant funding: Costs of attendance, including the registration fee, travel to and from the venue, daily allowances, accommodation and meals, are covered by sending or sponsoring organisations, sponsors, participants’ own funds or the Seminar organisers.

The registration fee per participant is:

• 22 August–5 September 2026 inclusive: 80.00 Belarusian rubles.
• 6–26 September 2026 inclusive: 100.00 Belarusian rubles.
• 27 September–3 October 2026 inclusive: 120.00 Belarusian rubles.

The registration fee is paid on the BAF Development Academy website or transferred directly to the Federation’s account using the details in Appendix 1. The number of participants is determined according to the joint project implementation plan for the BAF Development Academy and Sportswim LLC for 2026.

5.3. Payment for Sportswim LLC’s services is made by the Federation under a civil-law agreement concluded between the Federation and Sportswim LLC, using registration fees received into the Federation’s current settlement account.

5.4. Registration-fee proceeds are distributed as follows: 50 percent remains in the Federation’s account for achieving its objectives; 50 percent is transferred to Sportswim LLC as payment or remuneration under the civil-law agreement referred to in clause 5.1.2 of these Regulations.

6. Conclusion of the Seminar

Participants receive a participation certificate at the end of the Seminar. Lecturers who spoke at the Seminar receive letters of appreciation.

These Regulations constitute an official invitation to participate in the Seminar.
